Instructions:
Base both rectangles Snow White. Stripes are True Blue. Star background Admiral blue. The stars on the flags are Snow White. The remaining star is True Red. Curl wire and add to large flag. Glue star to flag. Tie a Raffia bow at the top of wire. Glue red star to center of bow.
